The Treasurer-Tax Collector issues three major types of tax bills: secured for all homeowners, unsecured for any business and personal property not secured by property (e.g. land) and supplemental for changes in home ownerships or new construction. The Treasurer-Tax Collector issued the fifth largest number of secured tax bills in California with over 731,000 in the 2005-2006 fiscal year, which is just behind Orange, San Diego, Riverside and Los Angeles Counties.
